Manpower policy

The fundamental tasks of manpower policy, pursued by the Russian Federal Nuclear Center – All-Russian Scientific Research Institute of Experimental Physics are:

  • Maintaining the high professional level of the RFNC-VNIIEF staff.
  • Competent choice and assignment of specialists for the key positions in the  Nuclear Center.
  • Manageability of digenesis with the critical knowledge maintained implicitly.
  • Target-oriented training of graduates; instruction, retraining of the staff and qualification upgrading.

Presently RFNC-VNIIEF is a complex technopolis, consisting of calculated-theoretical, scientific-research, design, experimental, technological, metrological and production departments. Above all, RFNC-VNIIEF incorporates some conversion and supplementary departments (transportation and logistics) as well as the advanced social infrastructure.

The Nuclear Center employs qualified personnel, who’s specialization ranges within 450 options. Given that, the Human Research Managment Service is committed to operate thoughtfully and systematically. The main principle, underlying the policy of the Human Research Managment Service – is prospective and current planning. The program for the nearest 5 years is drawn up, based on the vacancies, which is updated annually. The list of candidates is attached to the plan for those, who have just graduated from universities and colleges. Thus, at the beginning of a year the Human Research Managment Service of RFNC-VNIIEF disposes of the information about the graduates, considered to be the highest probable candidates for certain positions at different departments of the Institute.

Given that the annual request of RFNC-VNIIEF for interns is about 100 persons, the Human Research Managment Service of the Institute jointly with the representatives from its departments keeps contacts with the leading higher education communities on the regular base. RFNC-VNIIEF itself disposes of the system, able to educate trainees from the school level to post-graduate degree. SARFTI (Sarov subsidiary of the Moscow Physical Engineering Institute) hosts the target-oriented physical-technical faculty; the Moscow Institute of Physics and Technology incorporates the reference department and the educative-scientific center; Saint-Petersburg State University has the center for target-oriented training; the Moscow Physical Engineering Institute hosts both the target-oriented department and the educative center; Kazan State University is provided with the special scientific-educational center; Nizhny Novgorod State University has the center for special education. Several other higher education institutes collaborate with RFNC-VNIIEF under the auspices of the “Program for management of manpower in RFNC-VNIIEF within 2006-2010”, based on the agreements for cooperation within the issues of education, science and staff training.

To add to the above, RFNC-VNIIEF representatives participate on the regular base in “vacancy fairs”, arranged by various higher education institutions, in search of the perspective staff members. RFNC-VNIIEF takes care of its young generation both in view of its profession growth and career and leisure time.

As a result the share of the employees aged under 35 comprises 32,7% from overall staff. Alongside with this the retirees constitute 12,4% from overall number of RFNC-VNIIEF.
